Using a thin, sharp knife, thinly slice the beef across the grain and serve. Place roast with fat side up in ungreased roasting pan. Combine the next five ingredients; pour over roast. Combine parsley, basil, salt, pepper, tarragon and thyme; rub over roast.
Place beef, fat side up, on rack in shallow roasting pan. Mix remaining Rib Roast ingredients except oil; stir in oil. Spread herb mixture over top and sides of beef. When you're ready to start roasting, take the meat out of the fridge and let it return to room temperature before you start cooking. As the ingredient amounts are general, only use as much as you see fit (you can always store the leftover rub in a container and save it for next time).
